Equity of kindergarten test?

In 2008, New York City education chancellor Joel I. Klein made citywide standardized test scores the sole criteria for admission to the city's gifted kindergarten programs.

Under the test-only system, the percentage of Blacks and Hispanics in the programs has dropped from 46 percent under the old system to 27 percent this year, reports The New York Times.

The newspaper also reports that the test-prep industry for 4-year-olds has burgeoned, leaving some to question whether those who can pay for tutoring are now given an unfair advantage .
